MEMORANDUM FOR THE RECORD
SUBJECT: Bureau of the Bud et Report on U.S. Intelligence Activities
In general, the Bureau of the Budget Report appears to mix various types
of activities and thus, to my mind, confuses rather than clarifies certain
basic issues. For example, four basic types of intelligence activities are
thrown into one large hopper' COMINT, clandestine collection, overt collec-
tion through the attache system, and intelligence processing and analyses.
Further, there is a mixing of apples and oranges in that
are many important points made in this paper and it certainly pro-
vides valuable food for thought. The following are some of the points raised
by the paper with comments:
a. It can be agreed that positive coordination is needed, but
prior to that there should be a correct understanding as to what is meant
by coordination. I am under the impression that some individuals, pos-
sibly the President's Board, use coordination in the command sense,
while others go to the other extreme and use it as meaning agreeably co-
operative relations while running independent operations.
b. It is agreed that there should be agreed collection responsi-
bilities, but I am convinced that this delineation must be made in Wash-
ington.
c. It makes good sense for State and CIA to provide the military
commands with political information and information on Communism*
e. War plans are fine provided they are practical and do not con-
sume too much man power. The missing ingredient today is an emergency
plan for the specific assignment of CIA personnel to appropriate head-
quarters for the day that hostilities commence.
f. Coordination in the initial planning stages of clandestine intel-
ligence collection would be very productive. In a separate paper on this
subject I have made some additional proposals. q--..-

raised by the Bureau of the Budget can be asked by anybody. It would
em to me that their questions are of a broader scope than just
and should be more appropriately addressed to the OCB.
Putting it conversely, can anybody prove that these operations are
ineffective, or does the U.S. Government wish to take the consequences
by ceasing such operations?
