MEMORANDUM FOR: THE DIRECTOR
Attached is a proposed letter for your signature
to the Bureau of the Budget generally endorsing H. R.
6141 which establishes a uniform medical program for
overseas employees and their dependents throughout
the Government. The letter also requests considera-
tion be given to the appointment of a CIA representative
on an over-all Advisory Board to the President if the
program is adopted. The various points are discussed
in detail in the attached memorandum to me from the
Legislative Counsel which records the unanimous ap-
proval of the interested Agency components.
