the Psychological Strategy Board by the Director
of Central Intelligence under date of March 12,

1. On May 8, 1952, 1 Chairman of the 10/5 Panel,,
presented to the Board a briefing on some HSC 10/5 problems,
pointed out that a study of the 'Packet" convinced the members of
the Panel that mew of the "lsitude"-type issues still demanded
clarification and that serious Board consideration was essential.
