Kyes, Stassen, Jackson, Morgan and General Cabell 1. U. S. Psychological Strategy Based o The Board approved the paper subject to amendment by this Agency which permits CIA to prepare during Phase I for Phase II operations. This preparation will be limited to certain specified types of activities and subject to the approval of the Operations Coordinating Board. The types of activities specifically now author- ized by the PSB acting for OCB are: 2. U. S. Prestige Abroad. A drafting group from PSB, using the CIA draft of material, will draft a paper for consideration by PSB at the 16 September meeting. The CIA representative on that drafting committee will be 25X1 Mr. Amory. 11 inform the Secretary of the PSB as to who that jaucanee . MORI/CDF I informed the PSB, and they agreed to this procedure, that the CIA draft is to be used solely as basic material for the PSB drafting committee to use. This material will have no further distri- bution outside the PSB area, and will lose its identity as CIA material. Further, the CIA draft study will be especially safeguarded in its handling by members of PSB. The Merger of the Committees working on PSB D-40 and PSB D-45 was approved without discussion. a.. The idea of the "Christmas package" was discussed. I reported that CIA had gone forward with a study of the feasibility and practicability of such a Christmas operation, and had run up against the necessity for the answers to a number of questions, such as: (1) How large should this operation be in terms of the food poundage to be delivered and the amount of money to be expended? (2) To what areas are the deliveries to be made; i.e., what satellite countries or areas of Soviet control? (3) To should be given the responsibility for con- ducting the operation? (Even the smallest program which would answer the understood terms of reference could not possibly be done on a covert basis and hence CIA is not the organization to actually conduct the operation.) (4) If the job is to be done governmentally, i.e., with official U. S. acknowledgment of responsibility, then what department or agency of the government should be given the a: signment? (5) If the job is to be done non-rgovernTMmentally, then what kind of organization or group should undertake it?
