In order to determine the effect upon present or contemplated programs of agencies and departments of the Executive Branch of the Government of the termination of the existing states of war with Germany and Japan and of the existing national emergencies, the President has requested that there be for- warded to the Bureau of the Budget not later than November 1, 1950, a list of all the statutes (or of any power or authority thereunder), the existence, duration or applicability of which depends upon the existence (1) of a state of war generally, (2) of a state of war with Germany, (3) of a state of war with Japan, or (1.) of a state of emergency. It will not be necessary to list any statute which has already been repealed or suspended. Please list those statutes with which your agency, or any constituent unit thereof is concerned, including those with which another agency may also be concerned. Please give the specific citation of the statutes (including the U. S. Code citation) and quote the particular language under which the statute or power would be suspended or terminated by termination of the states of war or emergency. If there is any doubt or ambiguity as to exactly what the effect of the termination of the wars or emergencies would be on any particular statute or power, please be sure to include such doubtful cases, setting forth your opinion as to the probable effect. We would also like a statement describing very briefly the substance of these laws, the effect that their suspension or termination would have upon present or contemplated operations or programs, together with a recommendation supported by the reasons therefor as to whether it would be necessary or de- sirable to preserve these laws and how such preservation could be effected in the absence of a state of war or emergency.
