Memorandum for Mr. Dulles
Subjects Revision of Intelligence Paragraphs of NSC 136 (Iran)
1. As I mentioned to you on Friday evening, the Board of
National Estimates felt that paragraphs 2 - 3 of the new draft
could be improved and brought more fully into line with NIFft75,
particularly in the enumeration of factors of instability.
Accordingly, the Board has prepared the attached revisions,
and I have drafted a proposed letter of transmittal for your
signature,
2. I shall be available at any time to discuss this, and
also to give you the Board's views on some of the detailed points
discussed at the Senior Staff meeting.
