C. Honorable Allen W. Dulles Director Central Intelligence Agency Washington, D. C. Dear Mr. Dulles: Section 3 of Executive order 10460, dated June 16, 1953, directs that the Interdepartment Radio Advisory Committee (IRAC) shall report to and assist me in the performance of my functions as they relate to radio frequency matters. Section 5 of the same Order provides for the transfer of certain records, property, per- sonnel and funds. The personnel of the IRAC secretariat are, there- fore, now employees of the Office of Defense Mobilization. However, as an interim arrangement, the Secretary of Commerce has agreed to administer to the IRAC personnel as a temporary measure. In letters to you dated October 9, 1952, file #52-200, and November 13, 1952, file #52-221, the Telecommunications Advisor to the President transmitted copies of letters from the President and details of the method for financing the IRAC for Fiscal Year 1954? Your agency's contribution is listed at In view of this interim plan and the previous arrange- ments for providing the funds for Fiscal Year 1954) I shall appre- ciate it if you will arrange for the transfer of these funds to the Department of Commerce for use in the administration of the IRAC.
