1. Attached herewith is a letter to the Chairman of the
Atomic Energy Commission which has been prepared for your signa-
ture and which indicates that the Agency is interested in the construc-
tion of the new research wing to

in connection with research problems in the defense against drugs
and chemical techniques used in interrogation and brainwashing.

used in interrogation and "brainwashing".

support for equipping this research installation by virtue of the fact
that it proposes to investigate the chemotherapy of chronic diseases
using radioisotope techniques.
To the extent that it may influence whatever decision you
ght make to support this project, I would like to express this
ency's conviction that it will specifically aid us toward the solu-
n of a group of difficult and important problems.
Security considerations require that research of interest
to this Agency at the new facility be so conducted that the
remain completely unaware of our sponsorship. It will therefore be
