The Air Force's Scientific Advisory Board has recently formed a
panel concerned with reconnaissance and technical intelligence. The
chairman of this panel, Dr. James G. Baker, has asked me to extend an
invitation to Mr. Sherman Kent of your Agency to attend the meetings
of this panel.
The Scientific Advisory Board reports directly to the Chief of
Staff, Hq. U. S. Air Force, and has the mission of advising him on all
scientific and technical matters pertaining to the prosecution of aerial
warfare. The Reconnaissance and Technical Intelligence Panel is concern-
ed with the application of the latest scientific developments to the
problems confronted by the Air Force in accomplishing its reconnaissance
and intelligence missions.
The membership of the panel primarily represents competency in tech-
niques and technical means for obtaining intelligence. It is desired
that a C.I.A. representative such as Mr. Kent be present at panel meet-
ings, at least for the first few, in order to guide the panel with regard
to requirements for certain types of technical assistance. It is antici-
pated, for example, that certain questions to come under the panel's con-
sideration, such as the nature of a special reconnaissance group, may re-
quire indications of relative importance by a C.I.A. representative. The
panel has no need to know the background of such guidance but only con-
clusions. The amount of time required in such panel activity would in all
likelihood amount to less than 10 days a year. A more precise definition
of the scope of this panel is to be discussed at the first meeting, to be
held on August 3rd in Boston.
The meetings of this panel will be customarily conducted at a clear-
ance level of Top Secret, and all members and observers will be so cleared
by USAF.

which he agreed. He is expecting confirmation from
me by phone upon approval of this letter. The
Acting AD/SI is also awaiting instructions. Because
the meeting is on Monday, 3 August, at Boston I
would appreciate prompt notification of the signing
