UBJECTs Coordination of Psychological Warfare Research
1. The Office of the Chief of Psychological Warfare is responsible
for the planning of psychological and guerrilla operations for the Army
in the event of war. In the preparation of these plans it is essential
that organized background information be prepared in support of such
plans. Generally speaking, the Office, Chief of Psychological Warfare
relies on the National Intelligence Surveys for intelligence and guid-
ance. However, the NIS obviously is too bulky both in content and in
makeoup for use by the lower Psychological Warfare echelons in the field.
While whole sections of the NIS are directly useful, there are certain
sections, particularly those dealing with sociological, cultural, and
attitudinal matters, which must be specifically tailored and/or expanded
for effective Psychological Warfare use. The Office, Chief of Psychologi
cal Warfare is aware that the NIS was developed to serve all government
agencies with the most complete intelligence available in the most useful
form. However, as indicated above' there are special requirements, pm*
culler to the conduct of psychological and guerrilla warfare effort,
which necessitate the organization of basic intelligence in a special
format.
2. In order to meet these special needs for psychological warfare
and guerrilla warfare, operational funds for this purpose have been made
available to the Office, Chief of Psychological Warfare by the Chief of
Staff, Bated Statile Army. The Office, Chief of Psychological Warfare
plane to use all available resources within the government as well as
qualified non?governmental research agencies. The Office, Chief of Psy.-
chologicai Warfare is currently developing and organizing plans for all
areas of the world which are or may become strategically important for
military activities. These plans will be used by personnel in the field
who must be provided with fairly abbreviated-Intelligence, tailored to
psychological warfare: and guerrilla warfare use for rapid reference and
guidance. The outline form for these Country Plans is attached as TAB A.
The organized background information (Annex A) is the subject to which
this memorandum is directed.
3. The Office, Chief of Psychological Warfare is most anxious to
make full use of existing knowledge, classified and unclassified, in the

preparation of these military plans, particularly that which is available
and readily accessible in United 3tates Government agencies and depart-
manta. At full exploitation of such information, military Planning will
be expedited, and duplication and wasted effort will be avoided.
4. The Office, Chief of Psychological Warfare is responsible for
planning in paychological warfare and guerrilla warfare for each of the
ocuntries and/or ethnic group* given in TAB B. In the interest of
establishing mutually acceptable procedures in the undertaking described
above, the Office, Chief of Peychologioal Warfare has *elected the Ukraine
for a pilot study.
5. In view of your role as the coordinator of basic intelligence
and the particular interest of the Central Intelligence Agency in ths pro-
jects to be undertaken, it is requested that you designate a representative
to speak for you at a series of conferences to be called by the Chief of
Psychological Warfare. A representative will aleo be designated by this
office. During these conferences procedures can be worked out, in con-
nection with the pilot study an the Ukraine, which will assure that the
available resources of the entire intelligence community can be otilited
and that the final products are beneficial to all interested agencies.
6. Yoar reply would be appreciated by 12 October 1954, in order
that the Office, Chief of Psychological Warfare planning ney proceed as
rapidly as possible.
