MEMORANDUM FOR THE CHAIRMAN, INTELLIGENCE ADVISORY COMMITTEE:
Subject: Standard Operating Procedure for Preparation
and Dissemination of National Estimates.
1. In order that IAC members might fulfil their individual
and collective responsibilities, and that Intelligence users be
provided fat4 the concerted views'of the responsible Intelligence
heads, it is recommended that the following Standard Operating
Procedure be adopted:
a. As a general principle, no drafts of national
estiEates shall be circulated, other than to the Intelli-
gence agencies themselves, until finally and definitely
acted upon by the IAC.
b. When a deadline for the distribution of an
estimate is established and IAC agencies have been so
advised, notification of any changes in that deadline
will be transmitted expeditiously to the IAC agencies.
c. In principle and to the extent practicable, the
diseent or comment of an IAC member will be given prominence
equal to that of the basic estimate.
d. The above applies also to estimates or studies
produced by the JAEIC.
2. It is requested that IAC members be informed of action
being taken by you with respect to the above.

OBJECT: Standard Operating Procedure for Preparation
and Dissemination of National Estimates
FEHENCE: Memorandum from the Joint Intelligence Committee,
dated 17 April 1950, addressed to the Chairman,
IntellizIence Advisory Committee, received 26 April
1950.
1. Answering the referenced memorandum, a copy of Which is
enclosed: The Intelligence Advisory Committee, established by
NSCID 1 to advise the Director of Central Intelligence, has no super-
visory powers and it has no "collective" intelligence production re-
sponsibility as confirmed by. Section 5b, "Comments," Page 8 of NSC 50.
a. In accordance with DCI Directive 3/1, as a general principle
no drafts of national estimates are circulated other than to the
intelligence agencies themselves until finally and definitely issued
with the concurrences or dissents of the members of the Intelligence
Advisory Committee. However, when considered advantageous or advis-
able by the Director of Central Intelligence, some very limited dis-
semination has been made in the peat and may be made in the future
In special cases.
b. When an established deadline is changed, notification will
be sent promptly to the Participating agencies as well as telephoned
to the participating individuals concerned. This is the current
practice.
c. Dissents or comments from the members of the Intelligence
Advisory Committee are handled in accordance with DCI Directive 3/2.
A note on the first page refers to the concurrences or dissents, and
dissents are printed in the same publication. It is felt that this
presentation, to a logical and practicable extent, does give dissents
equality of prominence.

The estimates and studies of the Joint Atomic gnergy
gence Committee are handled in the same way as other prod-
ucts of CIA producing units, except that it is a permanent, rather
than an ad hoc, committee which functions under the permanent
Scientific Intelligence Committee, on both of which the producing
agencies have permanent members.
24 In compliance with your request, copies of this reply and of
your memorandum of 17 April are being forwarded to the other members of
the Intelligence Advisory Committee.
