In accordance with DCI Directive 3/1, as a general principle no drafts of national estimates are circulated other than to the intelligence agencies themselves until finally and definitely issued with the concurrences or dissents of the members of the Intelligence Advisory Committee. However, when considered advantageous or advis- able by the Director of Central Intelligence, some very limited dis- semination has been made in the peat and may be made in the future In special cases. b. When an established deadline is changed, notification will be sent promptly to the Participating agencies as well as telephoned to the participating individuals concerned.
