Reference is made to your recent discussion with the Chairman of the Joint Chiefs of Staff regarding the estab- lishment of effective liaison to ensure that you are furnished such information as is in the hands of the Joint Chiefs of Staff that is essential in making your Intelligence estimates. 2. The Joint Chiefs of Staff have directed me to establish such liaison. 3. In order to facilitate satisfaction of your requirements, the Deputy Director of the Joint Staff for Intelligence (cur- rently Brigadier General R. C. Partridge, USA) has been desig- nated as the point of contact to receive those requirements. Subject of course to agreement concerning the "need to know", he will then provide such information as is within his area. of primary interest, and ensure provision of that outside his area directly to you by the other Deputy Director of the Joint Staff concerned, through the Secretary, Joint Chiefs of Staff, when appropriate. 4. This procedure is not intended to interfere with the direct liaison between the Central Intelligence Agency and the Chief of the Joint Subsidiary Plans Division who will continue to provide military collaboration with the Office of Policy Coordination, nor is this intended to affect arrange- ments under which you deal directly with the respective Serv- ices in matters which are peculiarly theirs. 5.
