I am returning herewith the memoranda concerning
awards of the Medal of Freedom,. The President has decided
on a course of action which is outlined in the attached
memorandum addressed to the Director of the Bureau of the
Budget.
I did not make any disclosure in this memorandum
that you were an "interested agency." Perhaps you might
wish to bring this fact to the attention of Fred Lawton
or, if not, I will be glad to follow through for you.
