It has been a year of progress and I believe I can see
improvement here in the Agency's performance. But 1954 must
show further improvement in our intelligence work and in our
over-all capabilities to deal with subversive Communist techniques,
These last few days I have been preparing a brief report
our operations and a series of recommendations to increase
