l.. Ever since the close of hostilities in Gear, the food
situation in the Ruhr his been described, in both official and
unofficial reports, as more or less acute. To date, no information
has been received by CIrt that the shortage of task rations has been
completely solved.
2. The reports of the ','ilitary (overnment on the ub1ects of food
and coal take approximately two months to react 'CIA. Other official
cements on the matter received during this tixr a lag (see attached
citations for examples) have, however, not contradicted earlier
reports.
3. In view of the r'oregoir1 , CIA credits, and has as yet rgceived
no official data to discredit, a 21 ierch New York Times article -frog
Frankfort quoting an official Ruhr iG appeal t'er an improved rationing
oyster.. According to the Now York Times the ax peal stated that:
a. the underground miners were getting lees food than had
been guaranteed;
b. the quality of Ruhr food during he past month probebly
had reached its lowest point in two years:;
c. the normal consumer in the Ruhr }v-,d received no official
meat ration for at least five weeks;
d. neither the under~xround nor the ss.rface miner had received
his full ration;
S. statistics of the Ruhr District Food Office showed that
in January the underground miner received 3,640 .calories daily
out of 4,0 calories on the schedule, and that, despite sos
