C. 17 April 1950 MEMORANDUM FOR THE CHAIRMAN, INTELLIGENCE ADVISORY CC +IIT'=: Subject: Standard Operating Procedure for Preparation and Dissemination of National Estimates. 1. In order that IAC members might fulfil their individual and collective responsibilities, and that Intelligence users be provided with the concerted views of the responsible Intelligence heads, it is recommended that the following Standard Operating Procedure be adopted: a. As a general principle, no drafts of national estimates shall be circulated, other than to the Intelli- gence agencies themselves, until finally and definitely acted upon by the IAC, b. When a deadline for the distribution of an estimate is established and IAC agencies have been so advised, notification of any changes in that deadline will be transmitted expeditiously to the IAC agencies* c. In principle and to the extent practicable, the dissent or comment of an IAC member will be given prominence equal to that of the basic estimate, d.
