The attached Navy message was received through State channels on Monday morning, 9 August. Navy apparently received the message some time Saturday 7 August and gate it to State at 2108 hours; copies were also given to I'D, and A-2; no copy was given to CIA over the weekend even though CIA maintains a watch officer system for that specific purpose. Later CIA did receive a copy of the message from the Navy as a part of the regular routine dissemination on Monday. It so happens that the prediction contained in this message was inaccurate. The situation might have been otherwise, however, and CIA would have then been' without vital information. 2.
