Revolutionary Expedition
1. Your Memorandum of 16 October 194`7 an the abotJe subject tivas
most timely in that it has focused our attention on some of the in-
adequacies of the present attache systems at a time when the Air Force
is preparing to take over the adminstration of its own. The Domin-
ican affair, although relatively unimportant by itself., could have
interfered seriously with our hemisphere objectives had it actuary
taken place at the time it was planned.
2, In our planning for the completion of the ~'ir Force intelli-
gence system, consideration is being given to the requirement for
mutual support among the foreign service intelligence personnel.
These needs will vary regionally and undoubtedly will require px?rwi-
sion for local direct communication with supporting action in ox~er
to accomplish our national intelligence mission.
