MEMORANDUM FOR: Director of Central Intelligence

SUBJECT: Conversations with Chiefs of Foreign Intelligence
Agencies.
1. In conversations with the Chiefs of the various
plan to adopt the following procedure

d. While we appreciate the interest and mutual
confidence involved in the desire to provide for greater collabora-
tion in the secret intelligence field, we must recognize and comply
with the expressed views of our Congress. There is a healthy and
growing feeling in the U. S. (as indicated by our Congressional
leaders) that, as a nation, we must establish ourselves in the S. I.
field on our own efforts. These efforts and our success in that
field are dependent on the whole-hearted support of Congress. Any
indication that we are, in effect, leaning on the shoulders of
established and successful foreign intelligence systems, will be
reflected in our Congressional support-/-

2. Should I be brought in contact with intelligence
agencies of other governments I plan to adopt the line that my Euro-
pean visit is strictly an orientation on military intelligence matters
in occupied areas and a personal desire to re-visit places of interest
to me. In that way r can determine what, if anything, they might have
in mind without committing us in any way.
3. I would appreciate it if you would concur in the
above, or comment. I would also like an outline of any ether things
you would like me to look into.
