SUBJECTS Priorities for Intelligence Collection
1. Reference is made to Memorandum from the ,Secretary of
Defense to the Secretary of the Army, dated 16'st 1952, a
copy of which is attached. A similar memorand=, wasaddressed
to the Director of Central Intelligence.
2. This memorandum calls attention to the paucity of
intelligence available concerning Soviet capabilities and
intentions in the field of bio1 gical warfare
3, It is agreed that this condition,,exis, tas, it the intel-
ligence desired. must be obtained almost entirely by clandestine
agencies. Existing priorities as established by DCID 4/2 place
BW and other critical weapons in fifth of seven places.

SUJECT: Biological iar are Intelligence
1. There is an acute requirenent for more reliable infor-
mation regarding Soviet activities, capabilities and intentions
concerning biological warfare. Current intelligence on this
subject is so sparse that it does not provide a satisfactory
basis for overall evaluation or for: iulation of Department of
Defense planning in this field.
2. . ?The difficulties inherent in gathering intelligence
on this subject are recognized. owever, the continuing need
for more complete and reliable iiforiation appears to dictate
an accelerated emphasis on biological warfare intelligence.
