Dear Bob,
On 11 May 19511 the IAC unanimously approved a re-
vised Terms of Reference for the. Watch Committee, whose
mission is now "to provide earliest possible warning to
the United States Government of hostile action by the
USSR or its allies which endangers the security of the
United States." Approval of the revised Terms of Ref-
erence included the activation of a National Indications
Center (NIC) wherein duties attendant to the accomplish-
ment of the Watch Committee mission would be discharged.
The IAC recommended that the NIC be located in the
Pentagon adjacent to one of the IAC member organizations
therein housed for greatest operational efficiency. Be-
cause of the nature of its responsibilities, and the se-
curity classification of the data which it will process,
the IAC feel that the 3300-odd square feet required by
the NIC should be contiguous and situated within a secure
area. The NIC will also require, as an organic service,
teletype facilities between it and members of the Intel-
ligence Community.
In order to activate the NIC at the earliest possible
time, the IAC have requested me to enlist your aid in pro-
viding the required space and what that implies. Mr.

matter so that the efficiency of the Watch mechanism
may be materially improved to the end that every indi-
cation of Communist hostile action will be discerned
and made known to the U. S. Government.
