C. ~~ _- tl~e He~tefr L O f 10 January 1955 MEMORANDUM FOR DIRECTOR, CENTRAL INTELLIGENCE AGENCY SUBJECT: Subsidy for General Anders 1. With reference to your, memorandum of 23 December 1954 which enclosed a letter from General Anders, I smizuable to identify any request that I made of General Anders which would require any expendi- ture of funds. 2. The only suggestion which eas made on my part to the two Polish Generals during our conversations in your office was that the Defense Department would have to have astatement, in some detail, from General Anders indicating the total personnel that he considers to be eligible and available for the military force which he desires to organize. It was also stated that this statement should indicate the number of personnel by age groups, location of residence, and branches of service in which the personnel have had experience. Foroome time exper- ienced General Anders has maintained that he has a very large potential ienced manpower which could be formed into a combat unit. About a year ago he gave me a rough breakdown by branches of the service of this personnel, which he claimed to be about 91,000. The request which I made of the two Polish Generale is very similar to a previous request made to General Anders to provide the information that would be necessary for the Defense Department to determine whether it would be feasible to support the organization desired, by General Andere, On previous occasions the information furnished has been so scant and nebulous that it would be impossible to make a definite decision to recommend any support for General Anders' military organization. 3? It appears to me that if General Anders has the military potential which he has claimed, he must already have information quite similar to that which I requested during the aforementioned conference; otherwise, the plans which he has made have not been valid. I do not consider that the informa- tion requested, in the light of previous claims, should warrant any addi- tional financial support. There does not appear to be any particularly urgent reason to support General Anders' request as far as the information which I desire is concerned, and it is recommencgd t /no increase in the present subsidy be granted for this purse. j,i.
