Your concern with the earth satellite plans is
shared here and we have several exploratory studies
going forward on the subject.
We have been interested in the international and
diplomatic implications of the project and are currently
seeking ways to develop our research studies without
causing too great speculation among other governments
as to the possible uses to which such a vehicle might be
put.
I feel that in about two months, when certain plans
with which you are familiar are clarified, this project
will be ready for inter-agency discussion. At that time
I suggest that our agencies confer on the aspects which
you had in mind. Your help in evaluating these plans
will be most welcome.
