Sehuweiler of thin office, I am writing to confirm our interest in end support of, the ease studies on 04 private international intestnenit sponsored by the National Planning Association, in general, and your proposed two-way interview with President Magsaysay across the Pacifies, in particular. We feel, and I am confident that this includee Soverner Stepson (who is attending the SEATO Conference with Seeretary Dulles at this time), that there in a story to be told about the contribution US private enterprise is making to the economic development of friendly overseas areas. It is a dramatic story which if effectively told could contribute importantly to improv ing the investment inmate and increasing the flow of private international investment, a major objective of the UnAed States Government. Fer these mesons we heartily endorse the efforts of the National Planning Association in this direction. We regret to advise that we are still uncertain, however, whether funds are available to assist in financing the :reposed two.way Pacific interview, and if so, it seems very doubtful if they could be released in tine to meet your projected schedule. On the other hand, we have wondered whether the objective of your interviev would be better served if it were entirely sponsored and financed through private means. Has thie possi- bility been fully explored? We are thinking that poesibly such forward, thinking leaders in the communications field tus 14x. Mr. Dulles stated he felt that the attached was FOA or Nelson Rockefeller business and he should not get into it. Mr. Symington asked Mr. Dulles to call Mr. Paley, CBS and tell him he would appreciate it if he would see Mr. Symington and that he endorsed his program. Mr. Dulles decline on this also, as he said he had not gone into it sufficiently to endorse it. Mr. Dulles said he thought Mr. Symington should take this matter up with Mr. Rockefeller and FOA.
