MEMORANDUM FOR: The Executive.
In your your absence, the details reference the assignment of
key research and analysis personnel to intelligence
25X1 staff in were completed.
It was first intended that such personnel from ORE would
be awnt overseas on a reguler two year contract basis and assigned
to OSO. The Assistant Director, ORE, the individuals concerned (
25X1 0, and their branch chiefs, all had an objection to
length of the proposed tour. They suggeoted that they be sent on a
TD duty rtatus for six months and be replaced by other personnel at
the end of that period. ADSO had an objection to this on the basis
of favoritism over the reeuler OSO personnel.
The Director finally. decided, after elearia: with
25X1 1-1that the two individuals concerned, would be sent on a six
months TD basis, would remain assigned to OPE, and be directly under
25X1 the control of ? A condition of such assignment was that
they be sent on a bachelor status as there was no legal authority for
Sending their families %tt3.e they were on a temporary duty status.
There would, of course, be no objection to their families accompanying
if it were done without expense to the Government and could be cleared
by EUCOM.

MEMORANDUM FOR' /assistant Director, ORE.
On 23 December 1948, a conference on EUCOM intellieelnce
matter was held in the Director's Office. Fresent were:
The Director and Deputy Director
rADSO and his Chief of Oteretions
outlined his plan for the establiehmert or an

organization under his control for the over-e11 direction of intelli-
gence activities in EUCOM. He requested that CIA provide two qualified
individuals to occupy key positions in that organization, One to be
easentielly a research and analysis expert and the other to be an
operationally experienced collector.
The Office of Special Operations has provided the individual
in the second category above. The Director desires that the reeearch
and 'analysis exrert be provided by O.E. When selected the inolvidual
concerned will be transferred to OSO and detailed for a tour of duty in 25X1
25X1 as b CIA(OSO) member ofL_ Steff.
In view of the advantages to CIA and the ,,]esire or
25X1 /to expedite his organization, it is apparent that the selection of
a qualified research and analysis expert must receive priority treetment.
Attached hereto is a Memorandum of interest to the -eroject
concerned. It is eequested you inform the Director of your nominee,
at the earliest practicable date.
