The Director has requested that I reply to your encrandur: of 6 April 1953. 2. Theproduction and acquisition of language training irateris Ls, particularly in the rare languages, has also been of concern to the members of the Intelligence Advisory Committee (LAC). As a result )f this concern., as well as of informal discussions on this subject be,-wet: our Office of Training and your people, a paper was prepared for TP consideration (TAC -D-66 attached). 3? Simultaneously with the development of this paper t.e TAE; was engaged in the preparation of a National Security Council. Intelli- gence Directive on Foreign language Publications (S CID 16) to stre igt1 t the collection,, exploitation, and referencing of such publications ; ll was felt that the problet you raise and the LAC document in Iuesti 1 might be best handled by the Advisory Committee which was establislid by ISCID 16 to advise the Director of Central Intelligence orrL iapl neni tion of that directive. The first meeting of this Castmittee was h ld 13 April and at that time it was agreed that at the next meeting to i agencies would be preparecl to indicate their priorities in the App ndicf to LAC D-66 and to report on the feasibility of an inventory with.i:. the own agencies regarding available foreign language reference rateri is. Although not yet decided, presumably additional steps would then be to conduct an inventory and thereupon assess areas in which effort s'..'lld be directed in the preparation of lexical materials by whatever appropriate means. f.
