MEMORANDUM
SUBJECT: Exploitation of Foreign Language Publications
Problem
1. To determine whether the exploitation of foreign i nguagtt
publications by CIA as a service of common concern should be authori:&etr
by an NSCID.
Recommendation
2. It is recommended tha-. the DCI informally pose this cues-.ion
before the IAC indicating that:
a. Currently CIA is in fact providing a service of corn -n
concern in the exploitation of foreign documents.
b. Practice has indicated that this has been the )st
efficient use of a limited number of copies of certain foreign
publications and the most efficient use of the limited numbe
of linguists available.
c. The rate of increase of internal CIA requirements 'o-'
exploitation on foreign documents is such that it is anticipated
that the Agency may in the future be forced to ref`ase the re mire-
ments of other agencies for exploitation.
d. At the moment, except for such exploitation as is done
by research analysts for their on purposes of research and
except for the specialized Air Force exploitation project in
the Congressional Library, it is understood that CIA 1,rovide_3
the only substantial exploitation unit for foreign intelligence
purposes in Washington.
e. While the CIA does not'seek additional burdens of
responsibility it is none the less faced with the obligation of
calling this matter to the attention of the IAC and to obtaa.i
its advice with respect to the most effective solution to tis
problem.

f. If it is the wish of the IAC that the exploitation
of foreign publications should be carried out as a matter of
common concern by the CIA the most appropriate vehicle for
confirming this understanding would be in the form of an
NSCID. In this event it is recommended that you su4 est flat
Mr. Reber and consult with the appropriate divic,ion
heads in the agencies to prepare an PTSCID for submission lo
the IAC.
