1. Reference is mace to memorandL~rn dated 20 February
1952 from the Inspector General, regarding the training of
personnel assigned to the: Personnel Pool.
2. As far as the Personnel Office is concerns: there
is no Agency policy whicr. would preclude the training of
personnel in skills whicY. would qualify them for hi~la;~r
grade positions. There Mould be no object~.on fx'am t~.s
office, but rather, it would appear to be highly desirable
prosrided the type of training given would create sk3.]3.s
which wo,ild be utilized in the positions to which the in-
dividuals were subsequently assigned.

There is a oolicy determined by Personnel as A~re.~:cy
policy that no training time gill be devoted to qua~_if~rir~~r?
people .i'or work in higher grades. If we turn the I'~rsorr~ l
Pool at D Street into a training pool, Training r+rou~.d like,
for exariple, to teach file clerks typing so that their use
fulness later to the Agency may be increased. This ~rould
conflict with. the present policy determination. Do you
have any opinion on the sense of the present policy. and
the desirability of changing it?
