MEMORANDUM FOR: The Review Staff of the Psychological Strategy Board
SUBJECT : CIA Programs for Western Europe
1. Transmitted herewith to the Review Staff of the PSB is the
Fiscal Year 1953 Program of the Western Europe Division of the CIA.
2. At the end of each subsection there is attached an Addendum
which shows the funds obligated in Fiscal Year 1952 and a breakdown
by individual projects of the funds proposed for Fiscal Year 1953?
In some cases, the budget summaries at the ends of the sections show
figures for the Support, or so-called 11 EDICT 1. udget. These are
the costs of supporting various countries
and may be ignored in c -6-- =--- of the Program.
3. Certain enditures relating to the general field of labor
I are not included in this Program. The Director
51 Central n e gene is taking these matters up directly with the
members of the PSB and is not utilizing the Review Staff.
i. The financial s at the beginning of this Program shows
certain large allocations I Iwhich are not -described in the
Program. These allocations relate to certain operations
which the Director of Central Intelligence has already discussed in
detail with the Under Secretary of State and the Deputy Secretary of
Defense and which have been approved by both the latter.
