I suppose it goes almost without saying that I was shocked to
learn from you the other day that our program for the summer has
been cancelled at the very last minute.
As you are no doubt aware, this places me in an extremely awkward
and embarrassing position, particularly from a financial standpoint.
When I was first asked to participate in your Agency's program this sum-
mer I had already contracted to teach in the summer session at STAT
I I for $1200. Perhaps you will recall assuring tae that woui
not De ei 1 d to suffer financially from performing what you described
to me as a patriotic service.
As a consequence of your assurance that the portion of the program
to be conducted by two other social scientists and myself in the Far
Eastern area was a certainty and that I should not be concerned if I
did not receive a formal letter of appointment from your Agency prior
to reporting for work, and in compliance with your request that I re-
port on July 2 for processing, etc., I cancelled my contract with
I ror the summer session and secured a replacement
professor to tea my courses in my absence.
I hope it will be possible for your Agency to utilize my profes-
sional knowledge during the next two months, even if not in the originally
anticipated fashion. Perhaps there are other duties in the Far Eastern
area which I might usefully perform for the Agency. I might note also

In the event that it should not be possible for me to be fitted
into your program at the present time, I should appreciate your Agency's
reimbursing me for the expenses I have incurred in meeting my obligation
to it. Aside from the approximately $1800. I would have received from
the Agency in Consultant fees during the months of July and August, I
have also had to spend more than $100. in transporting myself and various
books and materials I expected to use in the program to Washington, and
have been spending my savings at the rate of about $10. daily since
July 2 while awaiting some final word from your office.

I regret that the program had to be cancelled in this manner.
I hope it will be possible to effect a satisfactory solution to the
problems raised by the cancellation.
