MEMORANDUM
46-page memorandum entitled "The Methods Employed
in Effecting the Reorganization of the A&E Division/TR(8), Report of",
plus 5 enclosures, addressed to General Smith was submitted to the DCI
under cover of an undated memorandum. It was given to me on 9 March
1953 by 0 to whom, on 10 March, I gave my initial reaction and
with whom on 13 March I di ugsed the case, it being agreed that two
problems are involved: (1 a Assessment & Evaluation Division
operated vie-a-vial and (2) the basic problem of the
proper role and organizational location of that division. It was also
agreed that I should go ahead and conduct an investigation,
saying that Mr. Dulles already had approved such action.
On 16 March I visited Colonel Baird and ac tainted him with the
fact (of which he was unaware) that had submitted his
views in writing to the DCI who had ordered an investigation. Colonel
Baird said that he would give full cooperation and wished assurance
only that those who might have been accused by be given
an opportunity to present their side. I assured him that this would
be true.
