1. It has come to my attention that some of our
supervisory employees may not be sufficiently aware of their
responsibility in connection with approval of expenditures and
concurrence in other actions taken on approved projects. The
approval by myself of projects recommended by the PRO does not
in any way relieve any official of this agency from his obliga-
tion to insure that all expenditures are appropriate and
authorized and all actions taken under any project perfectly
correct. It should be understood that this responsibility does
not reside solely in the case officer, but is also the respon-
sibility of the Branch Chief, Division Chief and appropriate
Staff Chief in the line of command. All of these officials are
responsible for any actions taken in the organization under
their jurisdiction and cannot waive this responsibility in any
respect.
2. I an particularly anxious that immediate steps
be taken to insure that all. proprietary projects are being
correctly and appropriately handled, and that all other projects
are being conducted in accordance with the existing rules and
regulations of the agency.
3. Would you please see that all Staff, Division and
Branch Chiefs are aware of their obligations and responsibili-
ties in this respect.,
