1. The conversation dealt with General Cabell's comment
on reference memorandum to the effect that CIA should consider
undertaking coordination of overt and covert intelligence in

Various problems relating to this subject were set
forth by those present, such as:
a. The Ambassador's responsibilities as set forth in
_i6C ID-2 .
b. The fact that the CIA representative could, as well
as anyone else, be asked to carry out these responsibilities
by an ambassador.
c. The fact that the Clandestine Services' overseas
representatives have other and very demanding responsibilities.
ci. The fact that by assuming responsibility for coordi-
nation CIA might thereby assume some degree of responsibility
for the success of overt collection and thus become involved
in overt collection programs.
2. It was agreed that none of these points or others
mentioned could be considered as being of overriding importance.,

and therefore that a meeting should be held at some future
date, to be attended by General Cabell, Mr. Amory and repre-
sentatives of DDP, for the purpose of exploring this problem more
completely and preparing it for the Director's consideration.
