While a number of details remain to be firmed up, I would expect that this year's program will closely parallel the 1973 agenda -- a copy of which I attach for illustrative purposes. We will again meet at the Quality Inn-Capitol Hill. If you could carve a spot for us out of your busy schedule, I would hope that you could review for us the Agency's charter, a few words on organization, and then flesh out the factual frame- work with an anecdotal appraisal of how the Agency goes about its task with as many illustrative examples as the law allows. If you could join us, the time and the day of your appearance could be negotiated in light of your commitments and desires. I certainly hope you can meet with the Committee whose members will include the past, present, and future leadership of our 1.8 million member organization.
