Walters Deputy Director Central Intelligence Agency Washington, D. C. 20505 I would like to take this opportunity to invite you to participate in and to address The Twentieth National Conference of Civilian Aides to the Secretary of the Army which will be conducted at: Fort McNair on May 5, 6 and 7 1974. Our Civilian Aides include prominent, interested and effective individuals from each of the 50 states, the District of Columbia and Puerto Rico. Through the Aides, we attempt to keep in touch with public attitudes toward the Army in each geographical area, broaden public understanding of the Army, and disseminate information about the role, objectives, policies, and major action programs of the Army. The Aides serve without compensation, performing these missions as a public service. They are cleared for SECRET. I believe you'll find they comprise an interesting and stimulating group. The national conference, usually in Washington, is one means which we use to keep the Aides current on Army activities, evoke discussions of Army policies, and exchange ideas as to how we can improve the Army. Working sessions are held in the National War College Auditorium. Presentations and discussions will be conducted between 0900 and 1500 on 6 May and in the forenoon of 7 May. The theme for this year's conference is "The Volunteer Army--It's Working." However it is essen- tial that we provide a back-drop of international intelligence information in order to establish the vital importance of maintaining a strong Army. Accordingly, I would appreciate it if you find you can speak to the group very shortly after the opening of the conference which is scheduled for 0900 Monday 6 May. We have reserved 45 minutes for the intelligence presentation to include discussion if you wish to take questions. We will furnish you more information on our conferees, conference details and social functions if you are able to participate. Howard -H.
