Lt. General Vernon A. Walters, USA
Deputy Director, CIA
Washington, DC 20505
Dear General Walters:
On behalf of our staff I wish to
thank you for the generous amount of time you
allocated to us in your brilliant presentation
yesterday. Putting the problem our country
faces into perspective, as you did, helps our
management brief our national staff on how to
respond to the questions of the business com-
munity which are received regularly.
Since I am the incoming president of
The Union League Club of New York, it has
occurred to me you may be willing to address
the Club at one of their luncheons, and present
your views. (Senator Buckley spoke to us last
month.) While you would be speaking to an
audience on the same wavelength as you, I
believe they too need the "ammunition" you can
provide to help in their advocacy of a strong
intelligence organization.
I'll phone your office in the next
few days, and do hope you will favorably
consider this invitation. We usually are able
to work out a date convenient to the speaker.
Again, my thanks for the opportunity

DRAFT OF ANNOUNCEMENT TO MEMBERS
OF THE UNION LEAGUE CLUB
LIEUT. GEN. VERNON A. WALTERS
Deputy Director
Central Intelligence Agency
Gen. Walters has been in his present post since May, 1972. Previously he has served in
almost every corner of the globe in the Army and Intelligence Service. He was born in
New York City in 1917, attended St. Louis Gonzaga School, Paris, and Stonyhurst College,
England. He speaks seven languages. He has accompanied President Nixon, Mrs. Nixon,
and President Eisenhower, on many of their foreign, diplomatic and state visits, includ-
ing official trips to France, Belgium, Germany, Italy, Spain and the Azores, as well as
Mrs. Nixon's trip to the earthquake striken areas of Peru in 1970. He has been the
Army's Attache in Rio, Rome, and Defense Attache to France.
He is an eloquent, charming and informed speaker. He is in the unique position of being
able to provide us with informed opinions on the validity of current critics of the CIA
and its operations overseas. He will field questions after his talk. This promises to
be a most lively and interesting "off the record" meeting.

Invitations and descriptive brochures will be mailed
soon to invite members and guests to view a new exhibi-
tion in the Art Gallery: MOODS, CONTRASTS AND
SHAPES - Photographs by John Colombaris. The photo-
graphs are views of Greece, Italy, Spain, and England, and
will be exhibited from March 30 to May 28, with a
special preview for members and guests on March 29.
SQUASH
All members interested in Squash, whether active play-
ers or not, are urged to mark their calendars now for the
Annual Squash Banquet on April 21. John Collopy will
be the Guest of Honor. There are more than 100 en-
trants in five tournaments now being played, and it is
hoped that as many of the finals as possible will be
played on April 21. The Squash Committee, Tournament
Chairman Bob Keitel, and Pro Dick Reid, urgently request
all players to check the Squash Lounge or call Dick Reid
or Bob Keitel (962-2811) for their tournament assign-
ments and make arrangements promptly to play their
matches (or decide with their opponents on a winner by
default).
Mr. Joseph A. Bower, who holds Membership Num-
ber 1 in the Annual List, writes from Palm Beach:
Dear Mr. McCormick:
I read your report to the members of the Club dated
February 3, 1976. All the communications that I have
received from the Club prompts happy memories of the
past. If you look in the annual membership book, you
will see that I have the distinct honor of having the old-
est membership.
I recall with pleasure the thousands of times I was in
the Club enjoying the companionship of other members,
and personal attention from the well trained employees.
The memories prompt me to think of the following poem:
When some times our feet grow weary
on the rugged hills of life,
The patch stretching long and dreary
with trials and labor rife
We pause on the upward journey,
Glance backward o'er valley and glen,
and sigh with an infinite longing
to return and begin again.

Dear Mr. Budd:
Many thanks for your kind letter of March 18
enclosing your son Jonathan's research paper. It is a
very interesting paper. There is a wealth of data on
the activities of American espionage and intelligence
during the Revolution and I am working to get it
published as part of our Bicentennial project.
I do note in the paper on page 26 the comment "To
funnel off Whiskey taxes to themselves. Shades of the
C.I.A.!" I can't say that I agree with this. No one
has produced a shred of evidence to indicate that anyone
in C.I.A. was trying to make money for himself individ-
ually or for the Agency, and I repeat, despite all the
innuendo, no evidence has been produced to justify the
indictment of a single member of this organization.
There is a lot of loose talk, but no evidence to corro-
borate criminal activity as so freely bandied about.
Thanks again for your thoughtfulness and if Jonathan
is ever in Washington I would be glad to talk to him about
U. S. intelligence.
Faithfully,
Vernon a ers

Dear General Walters:
March 18, 1976
Again, a fine talk today at the Union League.
Enjoyed it immensely. I was much interested in
some of the exploits you mentioned about George
Washington's Secret Service; one or two there
that my son missed in his research for the
enclosed paper.
Taking you at your word, I have sent along a
copy of it. This was a Bicentennial project.
You'll be especially interested in the epilogue,
starting on page 29.
If you should feel disposed to comments on it, I
know Jonathan would be very pleased. Currently

Just a note to thank you for your very warm
praise and for the amusing cartoon. I greatly
enjoyed presenting a defense of intelligence to the
distinguished Union League Club and I am most
grateful to have been given such an opportunity.
You can be sure that we will continue in our
efforts to provide the best intelligence to ensure
our country's freedom.
With every good wish.

Dear General Walters:
Your remarks at the Union League Club yesterday were perfect
for such a serious business. Notwithstanding the change made
by the Brazil-to-Bangladesh Soviet ambassador, in our opinion
you are a skilled diplomat.
I thought you would enjoy the enclosed cartoon by Wright of
the Miami News which helps to keep alive that great old punch
line -- "shoot the dog!"
Please continue to do what must be done to maintain our
position in the world.
Sincerely,

Dear Charles,
Many thanks for your letter. I very much
enjoyed giving the distinguished members of the
Union League Club a view of the intelligence
community which is different from what the press
would have you believe.
I'm happy if I had anything to do with your
becoming a Brazil Watcher. I can't help feeling
that it is a country with a great future.
It was good to hear from you. With every
good wish.

As I mentioned at the cocktail hour, I shall always remember your
briefing on Brazil when you returned from your assignment there, when
I was piloting the Sneaky-Pete desk in Special Ops in ODCSOPS. That
was over a decade ago, but, as a result of it, I've been a Brazil Watch-
er ever since. You hooked me with your infectious enthusiasm.
Within the month I shall be writing to you again, at that time in
reference to a society named the ENDS OF THE EARTH. In the meantime I
enclose some preliminary info about the group.
With best wishes,
Sincerely,

Dear Leo,
Thank you for your very kind words of praise
regarding my talk at the Union League Club. I am
most appreciative for having been given the oppor-

intelligence to such a distinguished audience. I

Dear Dick:
You were absolutely first-rate before the Union League
Club. I was, in fact, so impressed with your comments
that I asked your associate to make a copy of the tape
for me once I saw that he was recording it. I must
assure you that my absence when it was over was most
reluctant and simply because I had an appointment
in the U. S. courthouse in Foley Square at 2:30; other-
wise I would have told you personally how delighted
I was to be at the Club for that occasion.
With my deep regards.
