Dear Dick,
I am sponsoring EPSILON 72, a senior-level,
politico-military simulation to be held in Germany
during the period 30 October - 3 November 1972.
EPSILON will address US/NATO security policy in the
mid-range period, and Andy Goodpaster will host the
conference on my behalf. We anticipate a fine at-
tendance by both Washington-based seniors and Euro-
pean chiefs-of-missions and military commanders.
Lieutenant General. Walters' recent past expe-
rience in France and his present duties at CIA well
qualify him to fulfill a dual role in this important
simulation. In this context, I would appreciate
your permitting him to participate as the CIA repre-
sentative. With your concurrence, my EPSILON 72
Project Staff will contact him. I am including a
simulation schedule and invitee list for your pe-
rusal.
