Dear General Walters,
I am forwarding with this letter the KAPPA 74 Initial
Scenario and Issues, Problems, Questions book. It i's
provided for your examination prior to t e exercise and
need not be carried to Hawaii. You will be furnished an
additional copy for game play.
The initial scenario is designed to set the stage for
the KAPPA simulation. The issues, problems and questions
identify several United States national security interests
in the Asian area which will be addressed during KAPPA play.
You will receive the crisis portion of the scenario at the
first team meeting on 9 December 1974.
I look forward to your arrival in Honolulu and to your
participation in KAPPA 74.
