1. This statement of requirements is submitted as contemplated in
the references for the information of persons in your agencies responsible
for routing communications to the Central Intelligence Agency.
2. The Central Intelligence Agency is responsible. for the production
of national intelligence estimates. Any such estimate should be based
on a complete knowledge of the situation in the foreign area under
consideration. Any area situation is composed of both an indigenous
element and a world element comprising those forces which affect
directly or indirectly the indigenous element. Due to the position of
the United States in world affairs, a very important part of the world
element of any area situation is the United States influence, For this

reason it is important that this Agency receive copies of all
communications, both incoming and outgoing, which contain information
of: (1) the strength, composition, disposition, and movements of
United States forces abroad (composition and disposition in terms of
major elements only), and (2) United States plans, policies, operations,
activities, and actions affecting the situation in foreign areas. In
addition, it would be of material assistance to this Agency to receive
copies of all communications which transmit the views of key United
States military officials concerning foreign area situations, whether
such officials be stationed at home or abroad.
3. The intent of the foregoing is to describe the type of
information, not now received, which this Agency is desirous of receiving
in the future. The Agency desires to continue receiving the material
you already transmit, which is generally in the category of so-called
"intelligence information."
!i,. The general concept imparted by this memorandum will be supple-
mented from time to time by specific statements of requirements concerning
particular events, developments, etc.
