Attention is invited to State-War-Navy Coordinating Co ittce (S CC) papers enclosed herewith dealing with the above rub jec t. 9. The question has been raised informally by the Chief of the Polley Section, Plans and Operations Division, WDGS con- ing the CIG responsibility in connection with the activities the SCC Sub-committee for Military Information Control. One went in this respect, as outlined in SWICC 206/20, is the nits on by Mr. Peterson, War member of S 'CC, for a non-voting CIG representative on the sub-ooriitte,e for MMjlitery Information Control. The Director of Central Intelligence favors CIG repre- sentation but does not desire-to make a s jar issue of the question concerning voting membership at this time. As SSW-CC is composed of the three (3) .secretaries (State,, War, snd Navy) and their sentativ,s, it has been the practice to constitute sub-committees with voting privileges from only representatives of the three (5) departments concerned. 3. The Director desires that the enclosed papers be studied and recommendations submitted to determine (a) the extent of CIG ponsibilities in connection with the disclosure of military infor- mation to foreign governments, (b) V,e advisability of CIG assum- ing full responsibility for the coordination of this government activity, and (c) the selection of and instructions to the potential CIO representative on the SWNCC sub-committee for military infor- mation control.
