SUBJECT: Joint Staff Assistance to National War College Faculty.
1. The enclosure has been reviewed and is not concurred in. It
is recommended that consideration be given to forwarding a reply as
follows :
1. It is believed that the dissemination of intelligence to
the National War College lies wholly within the security responsi-
bilities of the Joint Chiefs of Staff (through the JIC (end through
the departmental intelligence agencies)and does not require
concurrence b~Y this Agency In coT1ngction with disseminations of
intelligence( in which CIA nformation may be incorporated) this
Agency reali es that your po icy will accord with the established
security policies of government based upon "need to know" and to
U.S. officials specifically cleared by an IAC agency for the
classification an categoryof intelligence to be disseminated.
2. However, if ardwhen any doubt arises concerning security
implications involving CIA information, please feel free to have
members of your organization consult with this Agency.
3. It is understood no information received directly from
the Department of State is used in the preparation of Joint
Intelligence Committee estimates. It is believed unnecessary,
therefore, to obtain the concurrence of the Director or of
Intelligence and Research, Department of State.,
