l.. In recognition of the importance to national security
of adequate foreign scientific intelligence, a series
of joint meetings have been held by the Joint Research
and Development Board and the Central Intelligence
Group in order to determine a program whereby the exist-
ing intelligence facilities could be strengthened by
closer cooperation between the two agencies.
As a result of these joint discussions, the Joint Re-
search and Development Board and the Director of Central
Intelligence (pursuant to authority contained in Para-
graph 2 of N.I.A. Directive No.l) have agreed to adopt
the program which is attached hereto as a basis for
future cooperation on matters of scientific intelli-
gence nature.
