For several years the Harold Pratt House (Publishers of
"Foreign Affairs") his sponsored the "Council on Foreign Relations"--
a group of individu nla highly placed in the ,>olitical and diplomatic
field. One of the vice presidents of tnis council is ir. A. W. Dulles.
The Council is forming a new discussion group for the pur-
occasiona.l discus=,signs of Soviet policy. They have invited
Ito sit as a member.
There are obvious advantages and disadvantages to an
employee of CIG being a member of such a group. It is suggested
that you discuss this with Mr. Dulles on Thursday, 19 December, in
New York.
