MEMORANDUM FOR THE RECORD: As desired by the Director, I arranged a conference with Major General Willard Paul, Director of Personnel, 1 rmy Department General Staff, for the purpose of determining a mutual policy between the Department of the Army and the Central Intelligence Agency with regard to Army officers assigned to CIA. This conference was held in General Paul's office at 3:00 P.M., this date. 25X1 whose tours o au y o date varied from three o twenty-two months. We were anxious to have an understanding as to current and future policy regarding the length of "a tour of duty" with CIA. I further explained that, in the usual case, there ras no reason why officers should not be rotated and suggested two years as a, normal "tour of duty". However, there were occasional assignments, Particularly in the security and clandestine fields, where we would like authority to extend tours of duty in the interest of continuity in those fields. It was agreed that the number of officers so required would not exceed two or three. General Paul indicated great desire on his part and on the part of the Army to assist us in every way. He agreed to the normal two year "tour of duty" and requested that we use every endeavor to reduce the number of special cases requiring extension of th,=!t tour. I gave him the names of two Army officers who we felt should have the extension privilege invoked at once. General Paul called the Career Management Branch and directed that the tour of these two officers be extended, subject to t~ request for their release at any time by the Director, for a period of two years from this date. It was agreed that all other Army Officers below the grade of general officer would be released by CIA on the request of the Army, at any time subsequent to the completion of two years of duty .,ith CIA. It was agreed that the Director of Central Intelligence could request the return to the Army of any officer on duty with CIA at any time he desired. It was further agreed that every consideration would be given by CIA to an Army recuest for release of an officer assigned to CIA when such officer was desired for a s :eci::l or emergency requirement. It was agreed that this policy would have to be reviewed early in January 1949. General Paul asked if we desired these agreements in writing. I suggested they be not reduced in ,-siting except that both of us should prepare a Memorandum for the Record and that no official pa:)ers be circulated. during such period as he remained as Director of Personnel, General Staff, U.
