MEMORANDUM FOR THE OPERATIONS COORDINATING BOARD: SUBJECT: Program for Coordination of NSC 166/1 (Communist China) 1. The Board Assistants, in behalf of their principals, at the meeting on November 27, 1953, amended the Terms of Reference for Working Group on Coordination of NSC 146/2 (Formosa and the Chinese National Government) as stated in Attachment 1, and approved the Program for Coordination of NSC 166/1 (Communist China), Attachment 2. 2, Notice should be taken of the paragraphs in the amendment to the Terms of Reference for NSC 146/2 which permits agencies to designate a special member for the NSC 166/1 assignment, It is requested that the OCB Staff be notified if the member agencies wish to designate such a special member. 3. The Chinese aspects of Mr. C. D. Jackson's memorandum, "Winter of Disconter'it." Attention of the working group is called to the high priority assigned this project by the Board. 2.. The President, on November 6, 1953, approved the statement of policy in NSC 166/1, and directed its implementation by all appropr:L.te executive departments and agencies of the U.S. Government under the coordination of OCB. 2, The courses of action outlined in this policy statement (para. 5) can best be coordinated through OCB arrangements for more specific NSC policies, such as those for particular countries. Accor- dingly, the OCB Staff and Assistants will keep in mind the provisions of paragraph 5 as general guidance for the coordination of more spefic pertinent policies, and will draft for OCB approval further coordinating arrangements if such become desirable in the light of 0CB responsibi.itif>E or changes in the world situation. Progress reports on NSC 166/1, as a whole, for OCB consideration and submission to the NSC, will be pr,- pared by the 0CB Staff in collaboration with the Assistants, the first to be as of March 1,1954, and others to follow at intervals of apprccidi- mately six months, 3.
