MEMORANDUM FOR THE BOARD ASSISTANTS AND EXECUTIVE OFFICER
SUBJECT: Coordination of NSC 166/1
We hoped to have Terms of Reference drafted on this for considerFL--
tion at the Board Assistants' Yeeting November 20th, Further study,
however, dug up a ne-Bt of new problems which need to be solved first.
The courses of action listed in the subparagraphs of paragraph 5
are extremely broad, putting this paper partly in the category of
NSC 162/2, namely, so general that it seems more like an umbrella for
a number of specific programs than like a program requiring direct
coordination.
. Subparagraphs a and d, for example,, really cover a number of
actual or probable country programs., and subparagraph h embraces the
sub,*ct matter of NSC 146/2 for which we are setting up a separate
working group.
Subparagraphs a and f might be taken on by individual department
without any need for an CCB mechanism.
Subparagraphs g and i might form the basis of a program analogo=a
to that being developed in the merger of BSB D-40 and D-45 for the
rest of the Orbit. (In this connection, Mr. Jackson's "L$.nter of
Discontent" memo includes Communist China and therefore probably
cannot be handled in toto by the D-40 - D45 group.)
Subparagraph j involves multi-agency coordination but might need
a different group than that set up for subparagraphs g and .
