MEMORANDUM TO THE BOARD ASSISTANTS
SUBJECT: U. S. Programs for the Rio Conference
In accordance with the action of the Board at its meeting of
October 13 (Agenda Item 1), a further briefing by the As:~istant
Secretary For Inter-American Affairs, Department of State, on the
United States preparations for the Rio Conference is scheduled for
the November 10 Board meeting, The Director of the U. S. Infcvmati.c4i
Agency will also outline for the Board the plans of his agency for the
Conference.
Because of the large number of issues which are involved, and the
fact that numerous discussions are taking place currently with respert
to the many position papers being developed for the Conference, I
suggest that arrangements be made through the Board Assistants for tae
briefing of Board members in preparation for the November 10 m,*etinl,
In this connection, the following is a list of the documents
which have been developed by the interdepartmental committee on the
Rio Economic Conference that was established by the Cabinet on April
1954 to prepare for the Conference:
REC-23 entitled "United States Cooperation with the Latinfimerican
Countries in Economic Development Programming"
REC-24 entitled "Discussion of Programming at Annual IA ECtSOC
Meetings"
REC-28 entitled "Measures to Encourage Private Initiative &nd t?i

REC-47 entitled "United States Public Lending for Economic
Development"

In addition REC Memo 60, entitled "Latin American Proposals for
Regional Preference Arrangements" has received the general approval of the
Sub-Cabinet Committee and has been submitted by it to the interdepartmental
Trade Agreements Committee for approval.
The principal problems which are expected to be met by or Delegation
at the economic conference in Brazil are those relating to:
1. Prices and Markets
2. Restrictions on Trade.
3. Promotion of Trade.
4. Programming of Economic Development.
5. Financing Economic Development.
6: Technical Cooperation.
REC Memos 68, 69 and 74 are pertinent to the first of these, I& 'I
Memos 76, 78 and 80 to the second, REC Memos 60 and 67 to the third,
REC Memos 23 wand 24 to the fourth, REC Memos 28, 37, 47, 61 amt 64 to the
fifth, and REC Memo 55 to the sixth.
