The Department is acting vigorously to get the escapee program under way. As you know, the President authorized the Mutual Security Agency (MBA) to proceed with the program on March 22, 1952, am ESA made the funds available to the Department on April 7, 1952. kuthor.i- zations have already been sent to the Office of the High ComIni?sionex for Germany to appoint key persons to direct the over-all program in the countries of first asylum in Europe, in accordance with tez:tati;_: instructions sent earlier to the United States Missions in Germany, Austria, Italy, Trieste, Greece and Turkey. A representative of the Department will proceed to Europe shortly to expedite the program further in cooperation with the persons and agencies in the field diiectly concerned. It has not been considered wise to make public announcement of specific plans under the program until the details of these plans car be finalized abroad. The delicate problem of supplementing the assL>t- ance presently rendered to refugees by the governments of the countries bordering on the Iron Curtain area without drying up these sources assistance is involved. The program is not aimed to supplant in any manner the current activities of voluntary agencies which are doing valuable work for refugees. In fact, it has been assumed that the work of these agen=, es will assist the program, and the closest coordination and cooperati.,a with these agencies is envisaged.
