SUBJECT : Letter from Mr. C. G. Flint dated 5 October 19')2
1. On 9 October you referred to this office the attached com-
munication from Mr. Flint to the Director for information and
acknowledgement.
2. Since it is not believed to be desirable for this office
to conduct correspondence with unknown and uncleared individuals,
it is suggested that your office or Colonel Grogan acknowledge
receipt of Mr. Flint's letter along the following lines:
Thank you very much for your interesting letter of
October 5th in which you suggested a recording of the voice
of the Grand Duke Wladimir and the beaming of it to the Russian
people via the Voice of America.
Since the Voice of America is a responsibility of the
Department of State, your proposal has been forwarded to the
Department together with a copy of this letter for considirati__
by the VOA officials.
3. It is suggested that your office or Colonel Grogan trensmit
Mr. Flint's letter with a copy of our reply to the appropriate offi3al
of the Department of State.
