Enclosed I am sending you a clipping from yesterday's
N.Y. 4`yorld-Telegram that might be of interest to you,

I think that yesterday's news from Russia confirmed
my concepts of the situation of which I wrote you on iov.22,

viewed then in Berlin won't get off my mind. I still,and firm-
ly,believe that the Kremlin is in serious trouble, and that
the "Voice of America,' should bet utilized for fostering that
revolution which might spare us III.
But: First the "Voice of America" must be de-American-
ized. I would propose to. call it The Voice of the Conscience
of the :leardd?ofhall the at and Liberals,
to be e cleare
and all those useless feature broadcasts be eliminated. The
"Voice" should not be merely another information agency, but
strictly a branch of the armed forces, a hard striking Ieaappoon
in the cold war. To use it as has been done is waste. hope
that in your new position - to which incidentally I congratu-
late you, - you may do something to put the Voice on the level
